The Senior Managers & Certification Regime (SM&CR) has been with us for some time now, and as a result expectations are changing. The regulatory focus will be around firms providing assurance around the operational effectiveness of the regime as opposed to achieving initial implementation.
For instance, would you be confident if either the FCA or indeed Internal Audit were to undertake a review on the effectiveness of your approach? The FCA has made it clear that the Senior Manager and Certification Regime should be used as a cultural framework within a firm, helping to create a culture of accountability rather than ‘tickbox’ compliance. If the effectiveness of your regime has not been tested, how have you assured yourself as to whether what you have undertaken is “Fit for Purpose?”
It is evident that many businesses have viewed SM&CR through the “cost to the business” lens, as opposed to the “operational efficiency” lens.
